The Office of Management and Enterprise Services (OMES) is a government agency providing services to other Oklahoma government agencies. The Information Services Division (ISD) is seeking a full-time HCM Project Lead for our Oklahoma City location. This is an unclassified position within Oklahoma state government.  Click here to view our comprehensive Benefits Packet.

This position is responsible as a CORE team leader to ensure the OMES ISD mission is achieved through Shared Business Application Services projects that reduce the size of government, increase transparency and accountability.    Position requires interfacing, developing and maintaining relationships within complex political and agency leadership.  The incumbent should possess a strong understanding of PeopleSoft with a Payroll and Human Resources background preferably with experience in State of Oklahoma Human Capital Management operations. 

Daily Activities: 
•Ensuring all projects align with the Shared Business Services Opportunity Map and follow the Systems Development Life Cycle. 
•Creating and maintaining documentation according to established standards.
•Managing functional project teams to meet identified needs.
•Developing an inspired service driven team that actively promotes and develops tools, processes and continuous learning. 
•Meeting customer needs through CORE system stability and integrity. 
•Assisting with the planning and implementation of system upgrades and performance improvement in coordination with CORE leadership and technical resources. 
•Influencing positive cultural and leadership driven change to enhance partner relationships. 
•Providing expertise and leadership for HCM projects and production on all PeopleSoft HCM modules including Time and Labor, HR, and ELM.
•Have knowledge of Project Costing processes in order to develop and provide support for issues between Time and Labor and Project Costing.
•Providing expertise and leadership in the functional design of interfaces, data conversions, reports, and customizations as required.
•Leads the technical design of interfaces, data conversions, reports and customizations as required.
•Collaborates with partners, team members, and technical staff to define detailed requirements and system interfaces while assessing value in modification to delivered functionalities versus building new functionalities.

Supervisory Responsibilities: This position requires supervisory responsibilities. 

Knowledge and Skills:
•Requires understanding of information service assets, technologies and practices in state government operations.
•Requires skill in analyzing and solving complex problems, interpreting data into meaningful reports and provide decision tools.
•The successful candidate must establish effective working relationships that enhance the knowledge of the OMES ISD mission.
•The position requires the ability to work independently, to select an appropriate course of action in coordination with Shared Services leadership.
•The incumbent must be willing to work extended hours as necessary.
•Excellent written, oral and communication skills are essential. 

Minimum Qualifications:
 Incumbent must be able to manage complex relationships through proven leadership, self-confidence and interpersonal communications skills. Three years of experience in state Human Capital Management operations preferred.  Requires experience with successful management of Oracle PeopleSoft Human Capital Management modules including but not limited to Time and Labor, HR, and ELM.
Master’s degree in Human Resources or related area of study preferred.
