The Office of Management and Enterprise Services (OMES), Division of Accounting and Reporting (DCAR) is seeking an experienced Sr. Financial Analyst for the OMES Data Center located in Oklahoma City. This is a full time, unclassified position in State government and will be eligible for a generous total rewards package. The individual in this position will assist the Deputy State Comptroller in support of the financial management of the Information Services Division of the Office of Management and Enterprise Services (OMES/ISD). The position will be responsible for assisting in the planning and directing of financial and cost accounting functions, budgeting, rate modeling, cost benefit analysis, cash management, financial forecasting and other fiscal operations and functions. This includes; directing staff activities in maintaining, analyzing and reporting financial accounting data; developing appropriate accounting systems, schedules and reports; establishing necessary financial controls; approving various expenditures and obligations; developing budget work programs, budget requests and recommendations concerning appropriations; and similar functions.
Plans, directs and coordinates fiscal operations and financial and cost accounting functions or assists in the planning and direction of such functions.
Develops accounting systems and procedures for recording revenues and expenditures; directs the maintenance of accounting records concerning appropriations or other revenues, payroll expenses, supply and equipment purchases, travel expenses, contracting costs, and other financial transactions.
Assists in planning and implementing operational or financial systems and controls to ensure financial accountability, ensure compliance with established standards and applicable statutes and regulations, and enhance agency operating procedures.
Directs and/or participates directly in the preparation of cost benefit analyses, financial analyses, financial statements and reports.
Reviews and approves obligations and expenditures as needed.
Directs the review and preparation of budget work programs; reviews and approves agency budget requests and makes recommendations concerning the state budget.
This position will have limited supervisory responsibilities.
Educational requirements consist of a bachelors degree in accounting, finance, public administration or a closely related field and five years of experience in professional accounting or auditing or closely related work, including two years in a supervisory or administrative capacity, or an equivalent combination of education and experience, substituting one additional year of professional accounting or auditing experience for each year of the required education.
